In April 2021, General Secretary Xi Jinping gave important instructions on cracking down on the crime of telecommunications network fraud: we must adhere to the people-centered approach, coordinate development and security, strengthen system concepts, rule of law thinking, focus on source governance, comprehensive governance, and adhere to joint management, Mass prevention and governance, fully implement various measures for prevention and control and the main responsibilities of supervision in industries such as finance, communications, and the Internet, strengthen the construction of the legal system, and strengthen social publicity, education and prevention, promote international law enforcement cooperation, resolutely curb the high incidence of such crimes, and make new and greater contributions to building a higher level of safe China and the rule of law in China. The electric fraud cases represented by pig killing plate are called by the Ministry of public security as "the most serious cases that cause the greatest loss and harm to the masses". Telecom network fraud presents the characteristics of wide range, large number, fast update and difficult to obtain evidence. In view of the above characteristics of electric fraud, the project team hopes to solve the current problem of electric fraud management by strengthening the publicity effect and reducing the masses to encounter fraud. Therefore, the project team has built an anti-fraud command post-an e-fraud resource library and an anti-fraud propaganda program recommendation system. This system saves a large number of data resources of telecommunication fraud and anti-fraud propaganda, and uses this as the basis for situational awareness, and at the same time comprehensively uses advanced technologies such as fact map and graph data network to provide a series of functions such as personalized electric fraud early warning, deconstruction of telecommunication fraud process, other fraud means, fitting propaganda scheme, etc. The target audience of this system is users who need to deal with the situation of electronic fraud through anti-fraud propaganda. Based on real-time and comprehensive e-fraud related resources and data, the system provides early warning according to users' personalized settings and provides users with targeted publicity programs to deal with special e-fraud situations. The project team hopes to respond to the wave of "national anti-fraud" through this system, consolidate the offensive and defensive front of telecom fraud, assist the whole chain in cracking down on telecom fraud, and build a new pattern of anti-fraud in the whole society.
